RM: ismrmrd [armhf hppa] -- RoM; FTBFS

Dear release team,

Since enabling the testsuite for the ismrmrd source package, a few
architectures started to FTBFS, mostly due to usage of non-portable
code in the implementation of the library and its corresponding
testsuite.

I managed to fix most of them in subsequent uploads and iterations with
upstream, but hit a deadend for the armhf and hppa architectures.
Upstream has no interest in dedicating time supporting any of both, so
I will have to rely on support from porters, which will take time.

Meanwhile, may I ask you guys to allow the package to transition to
testing by removing the existing ismrmrd binary packages for both
architectures.
