Bug#840501: transition: ipython

Hi, 

Now all reverse dependencies build with the new packages. Can we proceed with the transition? 

The packages that are required for the transition are ipython and python-qtconsole. The two build-depends on ipython-notebook were removed by the maintainers. 

After the transition the following packages that are currently in experimental need to be uploaded to unstable:

> ipykernel
> jupyter_client
> jupyter_core
> nbconvert
> nbformat

In the meantime, jupyter-notebook was packaged by Gordon Ball. I already did a first review and it is almost ready to be uploaded as well.
