Everything got fixed except for armel, which didn't receive any reply to the
call for help in #820535. So I think we can proceed without llvm 3.8 on armel.
Some packages may need to drop support there or just get removed on armel.
Packages are already moving to llvm 3.8 anyway.

So I'd say go ahead and update the llvm-defaults package for 3.8. Let me know
when that happens so I can schedule binNMUs.
