Dear Release Team,

As discussed in the protobuf transition bugreport, the upload of
libdap (3.18.0-1) to unstable has triggered another uncoordinated
transition, which is causing the osmium rebuilds to fail.

Before the reverse dependencies can be rebuilt, the build failures on
the release architectures (#836187) need to be fixed first.

The maintainer (Alastair McKinstry) is CC'ed.
