The debdiff itself looks fine; thanks. However, the metadata for #803043
indicates that it currently affects the version of libapache2-mod-perl2
in unstable. If that's correct, please fix it in unstable first; if it's
not correct, please fix the metadata.

Indeed; only unstable and experimental are supported for source-only
uploads.
