Bug#791314: xqilla: library transition is needed when GCC 5 is the default

Hi,

it was unclear to me if it was preferred to do maintainer upload now or
just a patch for NMU.

xqilla is on dependency level 7. It depends on C++ side only from
xerces-c, but AFAIK xerces-c needs only binNMU, because it does not
change the ABI it provides.
