The python-sqlalchemy transition was all set to finish today when the
maintainer (zigo) uploaded neutron-vpnaas and so set the whole thing back
by five days (at least, who knows what else he uploads in the mean time).

If we can just remove this one package from testing, then sqlalchemy and the
rest of the rdepends will migrate.  That'll get rid of the risk of something
else getting uploaded and delaying it further.  In the meantime, this
shouldn't be gone from testing long unless it's otherwise buggy.
