It does not fit to all other r-bioc-* packages in testing. At the time of the upload the transitions were not allowed any more and thus went to experimental. The upload introduces an epoch (1:) to revert the version upgrade which should have never ended up in testing. Sorry for the noise and thanks for working on the Debian release Andreas.
