I agree that everything looks correct from looking at the web pages, but the lists of RC bugs generated by the BTS for britney's consumption disagree:

/srv/release.debian.org/britney/var/data-b2/testing/BugsV:src:efl 803278,785845 /srv/release.debian.org/britney/var/data-b2/unstable/BugsV:src:efl 796426,785845

with #796426 being the bug that britney believes would be introduced by the migration.

owner@bugs, could this be another side effect of the recent(ish) bugs-master move?
