Bug#791067: Is this a general ban on soname bumps with gcc5 transitions, or just hdf5?

In general I'd much rather people only did the minimal required change,
ie the v5 rename.  But hdf5 is special because renaming the C lib
affects a huge number of packages whereas only a couple use the C++ lib.
