Reopening to do this. This issue is not fully resolved until libucommon7v5
has reached testing.
Jonas, I believe the current RT policy is that transitioning packages
can be uploaded to unstable as soon as their build-dependencies have
transitioned. In the case of ucommon, I think that means you can upload
to unstable now.
