Now that openexr has built everywhere, I've NMU'd imagemagick to DELAYED/2
with the attached patch, a slightly simplified version of what Matthias
suggested. Please let me know if I should cancel or reschedule it.
I've verified that inkscape builds and runs successfully against the updated
libmagick++-6.q16-5v5.

The new upstream release has more diff than I can review right now, so I
haven't sponsored that; a separate transition will be needed later for
libmagick++-6.q16-6. However, making minimal changes seems more likely to
lead to a successful stdc++ transition in a finite time.
