I know we are currently in freeze. This transition is requested for post-
release of jessie.

Upstream broke ABI compatibility for the latest libvncserver releases.
They have already been informed to keep an eye on that in the future [1].

Therefore a transition of this library package is required.

I have removed netsurf from testing so there wouldn't be problems with the
libvncserver p-u (which had a higher version than the old libvncserver0 still in
testing). netsurf can migrate back as soon as it is ready (e.g. the arm64 build
needs fixing).

And with that, the transition is over.
