It's the latter.

The files are currently in tools/win32-loader/jessie-proposed-updates, 
an ftp-master will move them to tools/win32-loader/stable during the 
point release. It's even on their script. :-) (Although the 
copy-n-pastable bit expects the files to have been uploaded to 
stable-proposed-updates).
