How is a severity: normal bug regarding a compiler that's not in
unstable or testing release critical?

As per
https://lists.debian.org/debian-devel-announce/2015/03/msg00016.html ,
the announced deadline for getting changes in to the release was for
them to be in testing before Saturday April 18th.
