Please unblock file 1:5.22+15-2

The actual change (full debdiff attached) is a one-liner and fixes bug
#780095 where certain jpeg files are no longer detected as such, the
output "DOS/MBR boot sector" is completely bogus. This bug is also a
regression compared to the wheezy version of file.

A check against a huge collection of test files - something I do
before every upload, including security fixes - showed no other
changes.

And just in case: The regression is rather old (upstream commit
FILE5_11-63-g51ceb2b, October 2012) but just hadn't been noticed
before. In other words, this was *not* introduced by the recent
unblock of file 1:5.22+15-1.
