Please unblock package memtest86

This is a documentation-only upload to make it clear that this is the
last dfsg-free version of memtest86.

Its goal is to make our users aware of a license change which upstream
does not communicate about:

* to avoid users loosing their time to report the new releases -
  See http://bugs.debian.org/780174 for an example.

* to avoid our users downloading a non-dfsg-free version by error
  thinking the Debian package is just outdated, and point them users
  to memtest86+ as an alternative.
