Please unblock package python-defaults
Fixing #744145 requires a slight change in the way we handle Python wheel
packages in Debian. The proposed change captures that by removing the
restriction on use of whl packages by pip that limited it to use inside a
Python venv. This has no effect on any other package and makes pip work
correctly.
While not strictly speaking required to fix the bug, I would prefer to also
update the Python policy to match what's implemented for Jessie.
