It's a very small fix against 1.0.13-0.1, yes. However, jessie currently has 1.0.9-2.4 from 2012, as the NMU from last July failed to migrate due to the kfreebsd build failure.
None of the changes in 1.0.13 appear to be release-critical and they include a debhelper compat bump, which isn't really acceptable at this point in the freeze, so I'm afraid we'd need some convincing as to why this needs unblocking.
