This package was added Build-Depends of follow packages newly,

* sphinxcontrib-blockdiag >= 0.8.0
* sphinxcontrib-actdiag >= 1.5.0
* sphinxcontrib-seqdiag >= 0.9.0
* sphinxcontrib-nwdiag >= 0.8.0

but this packages is not yet in the testing,
the above packages will drop from testing.

I'm sorry, but the time is passed for new packages in Jessie. I'm not
unblocking this package.

Those packages will not be removed from testing unless there are RC bugs;
the versions in sid will simply not migrate.
