I do realise there is some "awkwardness" when we transition from
"unrestricted-free-for-all-uploads" to "freeze".  Certainly you could
have use technical means to bypass our enforcement.  But then, you (or
someone else) could also have fixed the RC bug earlier than "last minute"...
