Dear Release Team,

ruby-rack1.4 is an old version of ruby-rack, which was uploaded only
to keep rails 3.2 in testing and working (it's incompatible with rack
1.5.x).

Given that rails 3.2 is gone from testing, ruby-rack1.4 should also be
removed.

Note that it provides ruby-rack, which is also a real package.
(I can't figure out how to get `dak rm -Rn -s testing ruby-rack1.4`
to produce a useful list.)
