Since we're going to do this transition before Jessie and those bugs will become
RC bugs when perl is uploaded in a few days, I think you can act as if they were
RC already and do NMUs to DELAYED. Otherwise this is a vicious circle as I don't
want perl uploaded with 40 bugs in the archive, and you can't fix those until
perl is uploaded because they aren't RC bugs until then... :-)
