Thanks for this. I have also done a little research and talked to maintainers of
the various DEs and here's what I gathered:

upower:
+ gnome: ok, except for suspend
+ mate: ok
+ kde: ok
+ xfce: xfce-power-manager breaks
+ cinnamon: (not in testing) ok, except for lid-closed event
+ lightdm: ok
+ gdm3: ok

The cinnamon problem shouldn't be a blocker and cinnamon is not in testing
anyway. The gnome problem will be fixed soon after this with G3.12, and I don't
think we need to fix that in 3.8. The xfce issue was fixed upstream and the fix
is in experimental, and there are patches for the version in sid, so when this
is uploaded there is nothing preventing an upload with said patches.

Thus, please go ahead and upload upower 0.99.
