Now that the python3.4 transition is complet, we need to drop python3.3.
It would be useful to have a tracker to keep up with which packages still
need rebuilding, but this should be a long term transition with no binNMUs
until shortly before the freeze (this will mostly happen naturally as packages
are updated).  This should not show up in the PTS as a transition that
maintainers are warned about.
