nmu libgeo-proj4-perl_1.04-1 . sparc . -m "Rebuild against perl 5.18"

The buildd chroot on sompek.debian.org that built the package on
04 Jan 2014 21:30 
https://buildd.debian.org/status/fetch.php?pkg=libgeo-proj4-perl&arch=sparc&ver=1.04-1&stamp=1388871357
still had (maybe has) perl 5.14 installed, producing a package that is
uninstallable elsewhere.

* the chroot needs to be fixed (and other similar buggy ones as well)
* the rebuild should enforce some additional build-dependency on
  perl-base (>> 5.18)
