In the a11y team we have started with providing simple instructions in
the debian/README.testing file in the package for the other team members
(or any interested party) to test the package. It consists mostly of:
install; program_start ; <do this command> ; <do that command and expect
such and such outcome> ; <stop program> ( all without errors). For an
example see [1].

That works nicely if you are unfamiliar with the package. I expect
sponsors that don't want figure out how to test a package to request
instructions from the maintainer.
