As part of the SpatiaLite transition (#731402) GDAL needs to be rebuild
with libspatialite5 (4.1.1-6) which is now available in unstable for all
architectures.

nmu gdal_1.10.1+dfsg-4+b1 . ALL . -m "Rebuild against libspatialite5"

I thought that filing the NMU request was the appropriate procedure. It
made sense that actions from the Release Team require triggering via a
ticket. I was clearly mistaken.

They do... that trigger is the transition bug; that's rather the point of it. :-)

Any issues around the transition are handled in the transition bug; there's no need to file additional requests.

This NMU request can be closed or merged into the spatialite transition
bug if it doesn't require separate handling.

Doing the former.
