Bug#771672: irssi-plugin-otr: needs binNMUs too

Hi,

further testing has revealed that irssi-plugin-otr indeed still needs binNMUs 
to work correctly, can you please please trigger those for irssi-plugin-otr in 
sid and wheezy-bpo?
