Please unblock package python3-mdp

This version is the same as of python-mdp in the unblock request #771649.
While it does not fix any bug (the FTBFS #768675 is a python2-only
bug as as python3-sklearn is not in Debian yet), it would be better
to have the python2 and python3 versions of the package to be
identical. Thanks!
