it fixes one RC bug which is basically the manual fix of a current
issue in debhelper which was found initially in the zsh package:
#770226 [S| |☺] [zsh-common] installation fails with "dpkg-maintscript-helper: error: original symlink target is not an absolute path"
#770245 [i|P| ] [debhelper] dh_installdeb: Using symlink_to_dir with relative symlinks needs ${misc:Pre-Depends} = dpkg >= 1.17.14
