Nope.
A binNMU is a new version of a package, whereas what you want is for a
failed build to be retried. That's called a give-back and should be
addressed to $arch@buildd.debian.org and/or debian-wb-team@lists.d.o.
I've given plastimatch back on the affected architectures, but please
bear this in mind for future requests.
