Hi Yaroslav,

I did not disable the tests on purpose - surely you must see a
difference between disabling *all* tests and the tests that fail for
reasons that have been understood.  I've spent some considerable
amount of time to figure why these tests fail and whether it is indeed
a *bug*.

I still think that there are cases well the interface of scipy will bite
you, but I did my best.
