Please unblock package r-cran-epi

  * Add Pre-Depends: dpkg (>= 1.17.2) which was missing from last upload
    and is needed to really close #768279
  * Upload to testing-proposed-updates due to an upgraded r-base-core in
    unstable

The attached debdiff is between 1.1.67-2 which is currently in testing
and the latest upload to t-p-u to see the full set of changes in testing.
