unblock openjade1.3/1.3.2-13

Openjade1.3-13 was uploaded to unstable on Oct 30.  The status is
currently "Not touching package due to block request by freeze".  Please
unblock.  It fixes a Severity: important bug (#762187) in a Priority:
optional package.  Aurelian Jarno changed the bug from normal to
important and gave as the reason that this change is needed for the
official ppc64el architecture.

The change was a few lines in debian/rules as detailed in the bug report:
