I don't think I quite understand your request. #708561 is a patch to add
fPIC to barcode (not libbarcode, which doesn't exist) but that bug is
still open and barcode hasn't had an upload since 2010. I don't see a
new barcode in incoming.
I do see barcode_0.98+debian-9.1_amd64.changes in delayed though, so
maybe you intend to rebuild glabels against that. If so, you're too
early; a binNMU will be done immediately and not help anyone.
Maybe some explanation along with your NMU request would have helped me.
