Sure thing.

Taking amd64 as an example, regular debs live under:
  http://ftp.fr.debian.org/debian/dists/sid/main/binary-amd64/

while there's an extra “debian-installer/” directory for udebs:
  http://ftp.fr.debian.org/debian/dists/sid/main/debian-installer/binary-amd64/

You can add them to your sources.list, e.g.:
| deb http://localhost/debian sid main main/debian-installer

Just make sure not to install udebs on a regular system. Depending on
which it is, things can go messy. ;)
