Could you please force xbmc-pvr-addons into testing?
It would normally have migrated by now, but it can't because it has
not been built on s390.
I'm not sure why this blocks the migration, and the package is not
needed nor intended to be built there.

I plan uploading a new PVR addons package for XBMC 13 soon, but I'd
like to have the PVR addons compatible with XBMC 12 migrated to
testing first.
