I ask for a freeze exeption for phpunit-story/1.0.0-3

This upload introduces a change in the Depends: field which closes RC-bug
#696468

There is a previous unblock requested and accepted by the release team (As you
can see in the [1]PTS page) but i'm not sure if also affects the new upload
version.
