Hi release team,

We would like to drop the Tcl/Tk 8.4 from the debian archive because it
reached the end of life. There was the last 8.4.20 version released, and
upstream drops any security or other care for it.

There are still about 30 packages which build-depend or depend on Tcl/Tk
8.4. We've already filed bugreports against them (mostly with patches)
wich should help to switch them to 8.5 or 8.6. The packages are tracked
currently at https://wiki.debian.org/Teams/DebianTclTk/TclTk84Removal

I'm not sure how to create ben file and not include a lot of packages
which already use 8.5 or 8.6 (or the default unsuffixed tcl/tk) or even
never used 8.4 at all, but here it is.
