To make the transition smoother, I have decided we can just upload cogl from experimental to unstable. clutter-1.0 will need binNMUs (it builds fine) and clutter-gtk builds fine in this case too.
I have uploaded clutter-gst, mutter and gnome-shell. These now can be binNMU'ed when cogl lands in unstable.
The only remaining FTBFS is mx, for which I have prepared a patch and filed a bug, see #709914
