In general, we prefer that the discussion occurs before an upload, because it saves time on both our part and the maintainers if changes need to be made.
Uploads made without an explicit ack will get processed anyway. Whether there's any grumbling may depend on who looks at it and what sort of mood they're in :-) (which I realise ideally shouldn't be the case). And yes, we're aware that dev-ref and practice don't always agree and are aiming to fix that (sooner or later).
