I discussed this briefly with Neil at DebConf, and he seemed to think it
would be ok; if you disagree, it's his fault. ;)
The version of upstart currently in testing is ancient. Getting it updated
has been blocked on prerequisite changes in other packages of which I am not
the maintainer (e.g. plymouth), so while I was fully intending to have this
in before freeze, that clearly didn't happen. Sorry about that.
The pieces have now come together to the point that it seems worth filing an
unblock request with the details.
There are patches pending to ifupdown and udev to add necessary upstart
integration for the core events needed for an event-based boot:

I have tested these patches to confirm that they don't cause regressions when
booting with sysvinit.
In addition, I have a small patch to sysvinit, needed to allow the
umountnfs.sh script to emit an event to upstart (when upstart is present).
I'll hold off on committing this to sysvinit trunk until the other sysvinit
RC bug has been dealt with (bug #672959; unblock request, bug #685278).
Once these three changes are available in unstable, I have a package of
upstart 1.5 that's ready to be uploaded. It introduces new versioned
dependencies on the above, so it doesn't make sense to upload it until the
prerequisites are done. The package is available for inspection at:

but a debdiff is not really useful to review here.
Finally, mountall 2.39 in unstable is a new package (the one that was
blocked on plymouth). It's a dependency of upstart so mostly not useful on
its own, so I haven't requested an unblock before now; but it will need to
go into testing for upstart to be updated.
Provisional release team approval of the ifupdown/udev changes in particular
could be helpful, as the maintainers may be wary of uploading these changes
if they may not get into wheezy.

AFAICT, all of the pieces involved here have now migrated, so I'm
closing this request. Steve - I did notice there's a new version of
mountall in sid (2.47 vs 2.46) but wasn't sure what the plan was there;
in any case, it seems the required changes to support the newer upstart
have migrated.
