Do you honestly assume that all the x-1000 packages will fullfill this
criterion. IMHO the criterion needs to be: The package build process
should not lead to a different result if the machine that builds the
package is connected to the network or not. For r-cran-genabel this is
fullfilled because the problem occurs in the testing phase and as I said
there is a fallback to work if there is no network connection.
