Getting back 4.03a-7 into testing (because it was erroneously removed)
is one thing that might be exceptionally considered even if months
have passed, but unblocking a brand new version with tons of big
changes that don't fit the freeze policy is an entirely different
topic. I'm not part of the release team, but I think it's highly
unlikely, at this stage of the freeze, that they accept this unblock
request. Sorry.

Hence, I suggest you propose a tentative debdiff of 4.03a-7+deb7u1 for
t-p-u that would fix the RC bugs only (#687947 at least), or closing
this bug and maintaining wims through wheezy-backports until Jessie is
out. I hope the former would be considered by the release team, on the
ground that erroneously wims was removed from testing due to a buggy
script on their side, but quite some time has passed since then so I'm
not sure what I would decide if I were in their position.
