This version is not in unstable, so it cannot be unblocked.

If what you are asking for is a pre-upload approval instead of an
unblock, then I suggest attaching a debdiff and explaining in more
details what the changes are, what specific bugs they fix, and why it
satisfies the current freeze policy.
