Please unblock package open-iscsi

The migration to testing was blocked from long because of open-iscsi
udebs not available on all architectures. Since I last fixed the build
for specific architectures, the freeze was in place.

More details are already available in the conversation I have had with
the release team.

Unblocked yesterday, but I failed to spot the bug so only replied to the
earlier conversation.
