I thought I already covered it in my initial P.-P.-S.: “only
startupmanager depends on grub | grub-pc, a few other packages may still
have grub among their suggestions.” startupmanager has not been updated
sine 2010-02-22 (same version in Squeeze) and has been orphaned a few
months after that (I don't mind fixing this dependency if you wish, not
sure it's important though. Anyway its an OR dependency, with a fall
back to grub-pc).

For the sake of clarity: the proposal is to not to remove the grub
source package. The proposal is only to remove the dummy binary grub
package from it, not touching to grub-legacy at all, as per the debdiff
of my initial message.
