I prepared a NMU for dasher as it was had uninstallable binNMU [1].

The patch was taken from packaging svn, which was there but not
uploaded to unstable[2].

You need to make sure that "hint" (from the same location) is on your
path, as "d" calls it. That's the most common issue, in any case.
