Source packages either build on an architecture, or they don't.  They
won't migrate to testing unless all of the binaries they should build
have been built by the latest revision.

One can't take the binNMUed package for bogofilter-tokyocabinet and
combine it with the older bogofilter-sqlite  binary package (quite aside
from anything else, the former doesn't actually exist because the binNMU
FTBFS).
